OARC's Worked All States (WAS) recognition program encouraged activity on amateur bands and modes. This page preserves the program's rules and recognition history.

The rules and submission process below are a historical record, last updated December 8, 2022. OARC has not yet recorded a current program owner or review date. Do not rely on them as current operating instructions until the program owner confirms them.

Historical rules summary
The archived rules described the following program, pending owner review:
- Recognition was a listing of the recipient's name and call sign on the OARC website, not a printed certificate.
- Contacts were to be made during Solar Cycle 25, beginning January 1, 2020.
- For a requested band, the operator was to contact at least one station in each of the 50 United States.
- CW, SSB, and digital contacts were accepted; CW and QRP endorsements were recognized.
- Contact logs were not required; the program relied on the amateur-radio honor system.
- Ten-meter achievements were handled separately through the OARC 10-meter net.
- A five-band recognition was available after awards on any five listed bands.
The historical submission instructions asked an operator to identify the band or mixed-band goal, any QRP or CW endorsement, and the dates of the first and last qualifying QSOs. Those instructions are not confirmed as current.
